Hello, yes it could work with IFTTT. Please make sure you are using "IHC" app to configure it and you can connect your IHC account to the IFTTT.

Q: Can this device tell me from the app if the AC is on or off?

Sorry, the RM mini3 could only send IR signals to control IR devices like AC. So it could not "read" the status from the AC.

Q: Can this be controlled with google home or mini?

Yes, it works fine, very stable, with both "Google Home" and "Amazon Alexa". If the appliance does not appear at its app ("Intelligent Home Center, ihc), you can just make it learn your remote control. I only use category "TV" and "Set Top Box", and then, at Google Home app (Alexa app), you can change the name that easier to do voice control. I am very happy with it.
