The power cord is included, but there is no battery base. If you want to move it around and use it without the power cord you'll have to get the battery base.

Q: When you disconnect base from charger, does the echo show stay on or reboot?

If the Echo is being powered by the battery base then it will continue to be powered when the charger is disconnected from the battery.

Q: Is there a Google Nest Hub verse of this? Or will this work on Google Hub as well?

Google Home/Nest speakers and displays doesn't have a built-in battery and must be plugged into a wall outlet to work.
